On the 28th Sep 2020, DMEC has just issued a letter on making public the price of medical equipment in a government portal. Please see the letter below.
This new requirement might impact to the procedure of tender to public hospitals, because the hospitals may need to refer to the price that was disclose in the government portal to plan for their tender list.
It can be deduced that DMEC expects all medical equipment prices to be uploaded the on the government portal before 31 Dec 2020.
It is strongly advise the the manufacturers contact their Authorized Representative in Vietnam to plan out this implementation as soon as possible.

To: Organizations and individuals importing, manufacturing and trading in medical equipment (hereinafter referred to as units)
Implementing public and transparent contents on medical equipment prices, from June 17, 2020, the leaders of the Ministry of Health have worked with representatives of organizations, associations, and manufacturing enterprises. business, import of medical equipment in Vietnam to agree on implementation contents and on that basis build a portal to publicize medical equipment prices(1) so that relevant organizations and individuals can search , refer to when planning an investment.
The price announcement is made according to the following principles:
- Subject to make public:
According to the provisions of Clause 2, Article 6 and Clause 5, Article 12 of the Law on Prices, organizations and individuals producing and trading in goods and services are responsible for publicly listing the prices of goods and services they produce, do business. With the aim of increasing the effective implementation of the law on prices and assisting units in accessing information on prices of medical equipment procurement packages as well as equipment prices. medical equipment of legal providers in the market, the Ministry of Health has developed a section on the Publicity of medical equipment prices on the website of the Ministry of Health.
In order to effectively implement the above objectives, the Ministry of Health requests that organizations and individuals specified in Clause 6, Article 7, Circular 14/2020 / TT-BYT dated July 10, 2020(2) must make a seal. listing the price of medical equipment on the web portal of the Ministry of Health, encouraging completion before December 31, 2020.
- Listed price:
Listed price is the selling price decided by the Entity of the price together with information about the configuration, technical features and corresponding tax and basic service fees (warranty, transportation, installation, create, manual, taxes, fees, …), in addition there are relevant information such as component prices, main replacement accessories, post-warranty maintenance service price …

- Method of implementation:
The Ministry of Health develops a software system to support units to publicize prices of medical equipment, entities that publish the prices stated in this Official Letter register their account(3) and carry out their own implementation and take responsibility for management. Contents, information and updates are publicly posted on the website of the Ministry of Health under the section on Publicity of medical equipment prices. The Ministry of Health develops plans and organizes the publicity of prices on the publicized and updated database of units. Organizations and individuals wishing to consult information on medical equipment prices will look up the website of the Ministry of Health.
Receiving this Official Letter, the units are requested to urgently organize the implementation. In the course of implementation, if any difficulties or problems arise, the units are requested to report them to the Ministry of Health(4) for consideration and settlement ../.
